Grant & Develop

This was a record year in terms of the grants FRRR awarded,
more than tripling the value awarded in 2017.

Connecting virtually, and sometimes in person

An important part of FRRR’s remit is to connect with remote, rural and regional communities. This allows us to see first-hand the impact of their projects, to support them and increase their capacity and, most importantly, to understand their ongoing needs and opportunities.

In addition to sharing our expertise, we learn from innovative, community-led projects and share this information with other community leaders, policy makers, funders and industry bodies. We take pride in being able to support and amplify the effort, opportunity and innovation in communities. While we were unable to travel much, we did manage to get to some communities in person. This energises us, and we know it has a lasting legacy for communities.

However, like the rest of the country, we adapted and shifted most of our engagement online. This included running 18 grantseeker workshops, reaching more than 660 people. While it’s not the same as being in the room, it did mean that more people could participate in many ways and it has continued to have an impact. For example, in the last quarter, 43% of WA applicants to the Strengthening Rural Communities program either participated in, or received communications about a grantseeker workshop we delivered online in March.

For the most part, community groups have embraced this way of connecting. For the Investing in Rural Community Futures program, our on-the-ground facilitators kept a pulse on the community, but most of our interactions, including bringing on board new communities, had to be done in a hybrid model, with community members together in the room, and FRRR staff online. We have invested in engaging digital tools, such as Mural, Kumu and online digital whiteboards. The rollout of the Disaster Resilient: Future Ready program into Victoria had to shift entirely online, but communities were still keen to learn about the model and to start exploring how they want to enhance their disaster preparedness and to strengthen their resilience.

We also collaborated with partners, such as Our Community’s Institute of Community Directors with whom we ran a webinar on governance, finding funding, and volunteers, with almost 2,000 people registering.

Our engagement with First Nations communities and organisations has also continued to develop and be sustained. This would be even greater if travel had been possible across the year, especially to remote communities, but that will be a priority as soon as it is permitted. The impacts of restrictions can also be seen in the fluctuation in granting activity in remote communities and particularly Western Australia and the Northern Territory. There is a direct correlation between levels of applications and distributions and FRRR staff engagement. For example, following our last face to face workshop in the Northern Territory, we saw a 300% increase in grant applications.

The majority of funding went toward projects that strengthen community resilience, particularly by investing in community assets or infrastructure. We were pleased to provide increased funding to initiatives that develop organisational resilience and capacity, again with an emphasis on investing in infrastructure and equipment. Community-led efforts to improve access, quality, and outcomes around lifelong learning, education or training were also supported to a high level.

Grants awarded by state

Grants continue to be awarded predominantly on the east coast, although this year that was not unexpected, given the significant support for areas affected by the 2019/20 bushfires. There is a commitment to continue to increase investment in other states.
