Earlier this year, one of FRRR’s long-term supporters, the Pratt Foundation, made a generous $250,000 donation to FRRR’s Flood Recovery Appeal to support Victorian areas affected by the flood.

Over the last two months, FRRR has leveraged its networks to make ‘quick response’ grants to 23 community groups and not-for-profit (NFP) organisations in flood-affected areas of Victoria. The grants are helping to meet short-term recovery needs and help communities as they begin to get up and running again following the flooding events of this past summer.

Anthony Pratt, Chairman of the Pratt Foundation, said the work of the flood-affected not-for-profit groups is admirable and critical to recovery.

“The organisations that have benefitted from these grants are key to the recovery of these communities following the floods. We are very happy to be able to assist their efforts to provide support to the most vulnerable in the community, by providing the resources they need to start building back,” Mr Pratt said.

Sarah Matthee, FRRR’s Acting CEO, said the projects receiving funding will be crucial to the recovery process in the coming months.

“The Pratt Foundation’s generous support has enabled FRRR to work closely with communities across flood-impacted areas of Victoria to identify organisations who are playing key roles in recovery, by responding to local priorities.

“These grants are supporting a range of projects, including many neighbourhood and community houses, who are acting as key hubs to support community members, particularly vulnerable people. The funding will also help communities to build capacity, through activities such as mental health first aid training, so that they are better able to navigate disaster response and recovery challenges that they are likely to face in the coming months. Other grants focus on the repair of critical infrastructure, such as local community radio facilities, and providing immediate aid, such as distributing insect repellent to reduce the risks of mosquito borne diseases.

“This funding will not only help to address short-term challenges these flood-impacted communities are facing, but will also contribute to the long-term social and economic recovery of these areas,” Ms Matthee said.

Three of the 23 projects funded are listed below:

• Rochester Community House Inc – Rochester, VIC – Rochester Community Flood Recovery – Boost ability of a community house to provide emergency assistance through additional staffing hours. $10,000.
• International Association for Psychiatric Nurses – Shepparton, VIC – Mental Health First Aid Training – Support community recovery from flood events with mental health first aid training to build awareness, healing and recovery skills. $10,000.
• Gnarly Neighbours – Seymour, VIC – Supporting Youth Programs – Boost organisational capacity and support young people impacted by flood events to access youth programs. $10,000.

A new initiative to enable Burnett Inland communities to be disaster resilient and future ready has begun to roll out.

The three-year project is a collaborative delivery approach between Red Earth Community Foundation and the Foundation for Rural & Regional Renewal, in partnership with the Minderoo Foundation and the Australian Government.

Almost $982,000 has been provided by the Australian Government, through the National Emergency Management Agency, under the Preparing Australian Communities Program – Local Stream. This funding is part of the $150 million awarded for 158 projects across Australia that are improving the resilience of communities against bushfires, floods and tropical cyclones. In addition, Minderoo Foundation is contributing $1,895,737.

The Disaster Resilient: Future Ready Burnett Inland initiative will mean that local community members, grassroots community organisations and community networks across the region can develop and lead initiatives that strengthen their awareness, increase their preparedness, and enhance their capacity to thrive and be resilient to the impacts of climate, natural disasters, and other disruptions.

Partnering communities will have access to flexible funding for activities that support their community innovation and design process, as well as the activation of ideas and actions.

Melinda Jones, General Manager, Red Earth Community Foundation says that the focus is very much on community-led resilience-building activities – with the agenda and solutions driven by local people, for local people.

“There’s been a lot of talk about the different things that we could do to ensure that our region is better prepared for, able to respond to and recover from natural disasters. This initiative will give us the chance to agree on exactly what those things are and then work together to put the strategies and tactics we develop into action at a grassroots community level.

“The role of Red Earth will be to act as the local program coordination point. We’ve already had input into the program approach and as we move into implementation, we’ll coordinate program activities, ensuring Burnett Inland communities and regional stakeholders have the chance to get involved. But our key role will be to ensure that all aspects of the project bring value to the Burnett Inland region and add capacity to existing systems, processes, and local work to date,” Ms Jones said.

FRRR’s Disaster Resilience and Recovery Lead, Nina O’Brien, said FRRR is delighted to be working closely with Red Earth to implement the Disaster Resilient: Future Ready program in the Burnett.

“From our work with remote, rural and regional communities over the last 22 years, we know that every place is different – and even within a region, there are nuances and different needs. We also know that locals usually have the answers to the challenges around preparing for and responding to our changing climate.

“That’s why we are excited to bring this program to the Burnett. The generous support of the Minderoo Foundation, who bring an adaptable approach towards community resilience planning, means that we can take the time necessary to have conversations in each community, co-design strategies and solutions and, importantly, to activate the ideas and actions that have been collectively prioritised to strengthen resilience to cyclone, flood and other climate impacts.

“Having piloted this model in regional NSW and now working with several communities in Victoria, we know the processes, strategies and actions will look different in each place. In some places, it might include things like workshops to increase understanding of resilience, or strengthening connections within the community, or enhancing local knowledge of climate risks specific to your area or small locality. In other places that might all exist and what’s needed is a clear strategy for adapting to change and disruption, or a focused effort on disaster preparedness that adds value to existing systems and processes.

“Whatever it is, our team will be there to support the local community in prioritising, developing, testing and implementing those ideas,” Ms O’Brien said.

Matthew Chesnais, Resilient Communities Mission Lead at Minderoo Foundation’s Fire and Flood Resilience initiative, believes the project is critical for the region.

“The communities in the Burnett Inland each face different opportunities and challenges. We look forward to working with Red Earth Community Foundation and FRRR to reference the Resilient Communities Framework as part of the project to help the communities consider a systemic and inclusive approach towards their resilience planning.

“Our mission is to strengthen the resilience of identified communities at risk of disasters and we hope to take the learnings from this project and share them nationally to help other communities be disaster resilient,” Mr Chesnais said.

Another stream of the initiative will be to support collaboration across regional agencies and organisations and the development of regional level resilience building initiatives for collective impact.

As thousands of Australians continue to be impacted by floods in Victoria and Tasmania, FRRR is seeking donations to meet the recovery needs of the remote, rural and regional communities that will need help and support in the coming months and years.

Natalie Egleton, CEO of FRRR, said that the Foundation has already seen local people and organisations once again step up and come together to support one another in the lead up and, as waters start to recede in some places, with the long road to recovery that they have ahead of them.

“The people and places in flood affected regions throughout Victoria, New South Wales and Tasmania will continue to feel the impacts of what’s unfolding for months and years to come. We really can’t stress enough just how big the long term social and economic consequences can be as a result of these kinds of natural disasters.

“Many of these regions, particularly those in Central Victoria, have been through this kind of disaster before, making the current floods all the more traumatic. Many members of the FRRR team themselves have spent the last few days evacuating, helping loved ones to evacuate or have been out sandbagging in their local communities.

“In the last 20 plus years, FRRR has built strong networks and relationships with the people and the community organisations that are being impacted right now and, as always, we’ll be waiting and ready to support them throughout the medium to long term recovery process. Donations to our flood appeal will help to rebuild infrastructure in these areas, address the physical and mental health challenges that occur as a result of this disaster, build the capacity of community groups and strengthen community-led recovery efforts,” Ms Egleton explained.

People can support FRRR’s Flood Recovery Appeal by donating to the Disaster Resilience and Recovery Fund, the Central Victorian Fund or the Strengthening Rural Communities: Prepare & Recover program.

Donations to the Disaster Resilience and Recovery Fund are pooled and invested to ensure that remote, rural and regional communities affected by natural disasters can access flexible, fit-for-purpose funding to support local preparedness and recovery efforts, when it’s needed. For those specifically wanting to support Central Victoria, FRRR also offers the Central Victoria Fund, which continues the legacy of the Central Victoria Community Foundation and focuses solely on that region.

Alternatively, donations can be made to FRRR’s Strengthening Rural Communities: Prepare and Recover program, with FRRR offering one-off, flexible grants through this program to support community organisations in these flood-impacted regions.

FRRR has supported remote, rural and regional communities across the country prepare for and recover from natural disasters since 2006. To date, FRRR has distributed around $46 million for community-led disaster recovery and resilience initiatives.

The Rathdowney Memorial Grounds Association (RMGA) was established in 1947 to manage the Rathdowney Memorial Grounds and to organise an annual campdraft in honour of the young men in the district who lost their lives during the war.

Today, the Memorial Grounds and Caravan Park are managed by a small committee of local people, and the venue is used for a range of sport and community activities, including soccer, pony clubs, campdrafting, markets and camping. It also serves as a central place to coordinate the community response to natural disasters and emergencies, and was used by residents displaced in the 2019 Black Summer bushfires.

The annual campdraft is popular with locals and visitors alike, and central to the town’s identity and prosperity. It attracts around 1,000 visitors who come for the weekend and spend at the grounds and at local shops, making a vital contribution to the local economy. In 2020, the campdraft was cancelled due to COVID and the whole community suffered financially and socially.

The open-air equestrian arena at the Rathdowney Memorial Grounds was inundated by heavy rain in March 2021 and the arena surface was so badly damaged that the annual campdraft had to be postponed. Plans to refurbish the sand in the arena were delayed because the flood-damaged surface needed to be re-levelled, compacted and protected with crusher dust before new sand was added.

RMGA received a $15,000 Rebuilding Futures grant funded by Suncorp Group that allowed them to repair the equestrian arena, and to mitigate the impacts of future flood events on the Rathdowney Memorial Grounds.

President of RMGA Andrew Buchanan said that during the project delivery phase, the region continued to experience unprecedented rain, which held up the work. However this actually proved to be invaluable because the work that was being done was tested and could be improved straightaway.

“The arena is now safe to use regardless of the weather (exceptional circumstances not included), which allows the community to be able to plan and feel sure that our events will be able to go on regardless. The entire community is so grateful to be able to utilise the arena. This has had a huge impact towards the connectedness within our area.”

12 Volunteer Emergency Services organisations awarded more than $190,000 in grants

Twelve volunteer emergency services organisations supporting remote, rural and regional communities impacted by the 2019/20 bushfires have been awarded $191,628 in grants for projects that will assist in their disaster recovery efforts and strengthen their emergency response capabilities for future disasters.

Funded through FRRR’s Volunteer Emergency Services Fund (VESF) program, generously supported by a private donor, the funding supports local volunteer emergency services and first-responder organisations in eligible fire-affected communities across New South Wales, Queensland, South Australia, and Victoria.

The grants range from $2,996 to provide a rural fire service brigade with wet weather personal protection equipment, to $25,000 for equipment to maintain low bushfire fuel loads in a high risk area.

Natalie Egleton, FRRR’s CEO, said that the VESF program was important for dedicating funding to local initiatives that are a priority of volunteer first-responders.

“Programs like this are vital for fire-affected communities to ensure long-term resilience and preparedness. In this round, we saw requests for support to purchase and upgrade emergency equipment, technology and communications systems, as well as wellbeing activities. With funding provided for the purchase of emergency support vehicles, personal protection equipment and maintenance equipment, these organisations are now better placed to save lives.

“While this is the last round of grants through the VESF program, it has allowed us to learn more about what these groups need and respond effectively. It has bolstered the response capacity of many organisations and FRRR have built new connections in communities with whom we look forward to continuing to work with through their long term recovery. FRRR’s Strengthening Rural Communities program continues to offer bushfire recovery grant opportunities,” Ms Egleton said.

• Burragate Rural Fire Service, NSW – Roof insulation for Burragate fire shed – $23,710 – Boost volunteer vitality and comfort while reducing the carbon footprint of the Burragate Fire brigade through the installation of foam insulation at the fire shed.
• Far South Coast Rural Fire Service, NSW – Fire Shed Friday’s – $20,026 – Boost volunteer vitality and general wellbeing with the provision of Fire Shed Friday activities in four impacted communities.
• The Caves Rural Fire Brigade, QLD – New Storage Shed Project – $19,303 – Enhance operational activities and emergency response times with the provision of a storage shed for The Caves Rural Fire Brigade.
• Mt Lofty Group Operations Support Brigade, SA – Enhancing Mount Lofty CFS Group Operations Brigade Communications for Critical Incidents and Community Preparedness – $23,577 – Upgrade technology and increase access to support volunteer development and learning and organisational operations.
• Ensay Fire Brigade, VIC – An Ultralight Vehicle (ULV) for Tambo Crossing – $21,000 – Support emergency response activities by contributing to the purchase of an emergency response ultra-light vehicle for Tambo Crossing community.

More than half of the funding to go towards bushfire recovery

Sixty-seven projects across remote, rural and regional Australia will share in $776,583 in grants thanks to FRRR’s Strengthening Rural Communities (SRC) program.

These projects are grassroots initiatives run by organisations led by local people that will strengthen their communities and have direct benefits for those living in them.

In this round of funding, 26 of the projects receiving funding support ongoing recovery from the 2019/20 Black Summer bushfires. These initiatives, which will share $444,552, include purchasing fit-for-purpose health equipment for three divisions of St John Ambulance NSW – all of which were directly involved in the 2019/20 Black Summer bushfire response.

There are also 41 projects being funded through the Small & Vital stream of the SRC program, which will share in a total of $332,031. These grants range from $1,455 to upgrade the NSW It’s Heaven website to make it more accessible for those who have a disability, to a $10,000 grant for the Northern Australian Aboriginal Charitable Trust that will help to deliver three new, free-of-charge laundromats to remote Aboriginal communities in the Northern Territory.

Jill Karena, Place Portfolio Lead at FRRR, said that a noticeable trend emerged in this latest round of applications.

“Interestingly, we saw a strong interest for community gardens in this round. With the cost of living rising on top of the food shortages that are happening as a result of the pandemic and natural disasters like drought and floods, there are growing concerns in rural areas about food security and the lack of access to nutritious, affordable food.

“This is why flexible programs like SRC are crucial. The funding from this program can be used where community leaders see the greatest need. Our climate and our economy are rapidly evolving and these grants can be used to support a broad range of community-led, grassroots initiatives that are helping to address very current issues in real time,” Ms Karena said.

Thirty-four local groups and not-for-profits that delivered food and care hampers to regional communities during the height of the 2021 COVID-19 restrictions will share in $300,000 from the NSW Government’s COVID Regional Community Support (CRCS) program.

Minister for Emergency Services and Resilience and Minister for Flood Recovery Steph Cooke said more than 72,000 hampers were delivered to residents in regional and rural parts of NSW, including Ballina, Tweed Heads, Leeton and Albury.

“These groups and organisations dropped everything and dipped into their own funds to support isolated residents during last year’s COVID-19 restrictions by partnering with Resilience NSW to prepare and deliver food, essential items and relief packs to those in need,” Ms Cooke said.

“The $300,000 will cover expenses like fuel, couriers, and logistics costs, helping these groups and organisations to continue their wonderful work into the future, including at the Ballina Hot Meal Centre which is using its $5,024 grant to purchase new freezers.”

Each grant being provided through the CRCS program ranges from $1,000 to $30,000 and is administered by the Foundation for Rural & Regional Renewal.

Foundation for Rural & Regional Renewal CEO Natalie Egleton said the funding recognises the critical role that local community groups played during the pandemic.

“We’re delighted that 23 per cent of applications are from Indigenous community groups, all of which played such a vital role in ensuring that their community members were cared for, and we are pleased to be able to support them with this funding,” Ms Egleton said.

Applications are currently being accepted for grants of up to $50,000 for capacity building initiatives, such as attracting and retaining volunteers and staff, enhancing governance skills, building digital capacity and creating partnerships that foster stronger, more resilient communities.

First responder organisations encouraged to apply for funding to strengthen their emergency response capabilities

FRRR is encouraging eligible groups to apply to its Volunteer Emergency Services Fund (VESF) program to support local volunteer emergency services groups and first responder organisations in communities affected by the 2019/20 Black Summer bushfires.

Thanks to the generous contribution of a private donor, grants of up to $25,000 are available to strengthen local emergency response capabilities, based on identified community need and priorities, including to support volunteers’ wellbeing and mental health.

The VESF grants are available to local volunteer emergency services groups and first responder organisations in eligible fire-affected communities across the Australian Capital Territory, New South Wales, Queensland, South Australia, Tasmania and Victoria.

Danielle Griffin, FRRR’s Philanthropic Services Manager – Corporate, said that funding from this grant program had already provided much-needed support, funding 54 projects across 66 communities.

“We have seen local groups upgrade their equipment and infrastructure, improve their service to communities and enhance support for their volunteers.

“This funding is a timely reminder that these communities need continued support and investment. The funding will contribute to remote, rural and regional communities’ confidence in the capacity and capability of their local volunteer first responder and emergency services groups to implement solutions for adapting to changing conditions and planning for future disasters. The volunteers themselves are critical to these outcomes and we encourage projects that build not only the skills of this unpaid workforce but wellbeing support to sustain their efforts.

“Many of these communities have endured multiple disasters in recent years, including the current floods. We encourage any groups impacted by the Black Summer fires who are also affected by recent flooding to get in touch and discuss their needs so we can support applications being developed in these difficult conditions,” Ms Griffin said.

117 community-led projects funded

One hundred and seventeen projects set to strengthen small remote, rural and regional communities across Australia have received a much-needed boost, with the community-driven initiatives sharing in $1,382,453 in grants.

Funded through FRRR’s Strengthening Rural Communities (SRC) program these grants support projects led by local people in small communities throughout the country.

In this round of funding, 59 Black Summer bushfire recovery initiatives are sharing $894,313 in grants for recovery and preparedness projects. This includes expanding the iconic Horsepower Highway tourist trail to kickstart Gnowangerup’s local economy in WA by adding two new installations, and installing a kitchen at the Big Swamp Community Centre in Coomunga, SA to support the community during future bushfire events.

There are also 58 projects spread across Australia sharing in $488,140 in this round of grants through the Small & Vital stream. These grants range from $1,595 to improve internet access for the local museum and its volunteers in Chiltern, VIC, through to a $10,000 grant for filmmaking workshops in Wilcannia, NSW.

Jill Karena, Place Portfolio Lead at FRRR, said that as COVID lockdown restrictions have eased and communities adapt to a new COVID normal, people are eager to connect, engage, celebrate and recover, but they are also keen to ensure that their community is stronger and more resilient for what may come.

“Our Heartbeat of Rural Australia study last year highlighted that among the biggest challenges for people was not being able to connect, so it was no surprise that many of the applications we saw in this round of SRC were about bringing people together. This ranges from making facilities more comfortable and welcoming, such as air conditioners or new furniture, to better IT equipment, internet connections or communication tools to engage with their communities. We have also seen some wonderful arts-based projects, which again bring people together, especially for those who were affected by the Black Summer bushfires.

“Underlying most of the requests however is a desire to be stronger in the future – to be more resilient. Sadly, some of those communities that are receiving grants, have felt the effects of another disaster. For those who have to put their projects on hold because of the floods, we understand. FRRR will be here to work with you, and if there is now a higher priority for your community, do get in touch as we are keen to assist,” Ms Karena said.

Nearly $750,000 has been committed to FRRR’s Flood Recovery Appeal, launched last week, thanks to generous contributions and promotion from donor partners including AMP Foundation, Frasers Property Foundation, Stockland CARE Foundation, Suncorp and Wilson Asset Management, as well as many other private and individual supporters.

However, FRRR is continuing to seek further donations to meet the recovery needs of the growing number of communities outside metro regions that will require support well into the future. This includes the unfolding disaster in Queensland and New South Wales, as well as areas that have already experienced severe flooding.

Natalie Egleton, CEO of FRRR, said that the Foundation has already seen local people mobilising, with information being shared via community-based networks and, where waters are receding, local people are already looking ahead to what’s going to be needed.

“It’s hard to understate the impacts of these floods, which in many places follow years of drought, bushfires, COVID restrictions, and previous floods – and from which many are still recovering. The social and economic impact on many rural communities will be severe.

“Communities will have different concerns and needs, so recovery will happen at different rates, depending on the community and local priorities. Our focus is to make sure that once local leaders identify what their recovery needs are, there is support available.

“FRRR’s strong networks and relationships with community groups and not-for-profits in impacted areas, coupled with programs already in place, mean we will be ready to offer support when they are ready.

“Donations to our Flood Recovery Appeal will help to fund a diverse range of initiatives. That could be rebuilding infrastructure, supporting vulnerable community members, addressing the overall mental health of locals, providing opportunities for locals to reconnect and share their experiences, or improving resilience for future disasters,” Ms Egleton explained.

People can support FRRR’s Flood Recovery Appeal by donating to either the Disaster Resilience and Recovery Fund or the Strengthening Rural Communities program.

Donations to the Disaster Resilience and Recovery Fund are pooled and invested to ensure that remote, rural and regional communities affected by natural disasters can access flexible, fit-for-purpose funding to support local preparedness and recovery efforts, when it’s needed.

Alternatively, donations can be made to FRRR’s Strengthening Rural Communities program, with FRRR making grants to support community organisations in these flood-impacted regions.

FRRR has supported remote, rural and regional communities across the country prepare for and recover from natural disasters since 2006. To date, FRRR has distributed more than $40 million for community-led disaster recovery and resilience initiatives, including more than $7 million for projects supporting recovery from the 2019-20 bushfires.
