Funds support communities to prepare, recover, rebuild and thrive

FRRR has awarded a record $2,728,993 in grants to support and strengthen more than 200 remote, rural and regional communities across Australia through this quarter round of its flagship Strengthening Rural Communities (SRC) program. This is the most funding awarded in any one round in the 25 years of FRRR’s small grants programs, and demand for support continues to rise.

Thanks to donations from many generous supporters, 213 grassroots not-for-profit organisations (NFPs) across rural Australia will receive grants ranging from $465 to $50,000.

The projects will address diverse needs, including ongoing COVID and disaster recovery, strengthening community resilience and preparedness, and address small, yet vital, needs of remote, rural and regional communities.

Jill Karena, FRRR’s Place Portfolio Lead, said that wonderful volunteers in local groups continue to find meaningful ways to support their communities.

“One of the best parts of my job is seeing the way people in remote, rural and regional areas come together to support one another. We see it time and again in the projects that are put forward, usually led by volunteers, all of whom want to make things better for their community. So I want to acknowledge all those people and thank them for all they do.

“I know it’s tough, as the diverse impacts of successive shocks – COVID and various disaster events – continue to ripple through remote, rural and regional communities. The mental health implications of this sustained stress are clear but so too is the commitment to improving things, especially by combatting social isolation.

“Finding ways to connect with others and with their community is an important part of the healing and growing process and there are some creative solutions. In the southern Arnhem Land community of Ngukurr, in the Northern Territory, Wanta Aboriginal Corporation’s Ngukurr Bagai Barista Social Enterprise Cafe project is an inspiring example of the community working to reduce social isolation and foster resilience. The Corporation will use a $47,075 grant to create a community gathering space by fitting-out a café to be used as a vocational teaching site.

“We are also noticing an increase in creative recovery projects, as communities shift from responding to the immediate impacts of the pandemic or other disasters and begin to look at the longer-term recovery and resilience needs of their region.

“Mapleton State School in Queensland will use a $6,588 grant will support a therapeutic drumming program. The program is a creative way for the learning community to improve social connectedness, reduce levels of anxiety and enhance the process of recovery for young people from the pandemic. Similarly, the people of Gingin, Western Australia, will use their $10,000 grant to include wellbeing activities in the Flavours of Gingin Festival to help the community connect and build resilience.

“Our research has confirmed these kinds of arts projects have a unique ability to build long-lasting community resilience and wellbeing, and local capacity for disaster preparedness, response and recovery.^[1]

“Not all the projects we’re supporting relate to disasters. There are also a range of initiatives that capitalise on opportunities or help to bridge service gaps, while other projects like a mural in Smithton will honour local Aboriginal heritage, culture and identity and help attract more visitors to the town.

“Since 2000, FRRR has delivered more than $155 million to nearly 13,000 projects, most of which are funded by small grants through programs like Strengthening Rural Communities. And we see the amazing impact that these small grants can have on a rural community.

“So it’s great to be awarding record funding this round and we look forward to seeing the difference it will make in the future,” Ms Karena said.

Record demand for grants

The reality is, FRRR would have liked to support far more projects, as there were many great initiatives seeking funding, with the impacts of inflation adding pressure to already small budgets and the capacity of locals to contribute to projects. However, FRRR simply didn’t have the funds to do so.

Ms Karena explains that projects like those that this program supports are often catalytic, so FRRR is actively seeking additional partnerships to enable more of these initiatives to get the support they need.

“Remote, rural and regional areas make up nearly a third of Australia’s population and generate approximately two-thirds of its net exports,^[2][3][4] so ensuring the vitality of these communities is not only critical to the wellbeing of those who live in these places, but it’s also vital for a sustainable Australian economy.

“Grant programs, like SRC, are one way that we can work with government, business and philanthropy to ensure those communities remain attractive places to live and work. Flexible programs like SRC mean that communities can access funding to develop and lead projects that meet locally identified needs and priorities – which are often about bridging gaps in services that many in the cities take for granted, like public transport or being able to access health services, without travelling hundreds of kilometres. So we’d love to hear from anyone who might like to join with us to fund more of these initiatives.”

The SRC program is collaboratively supported by donors, ranging from private individuals to larger foundations, who are acknowledged on the FRRR website.

The full list of grant recipients and their projects are below.

Wagait Beach is located on the Cox Peninsula just west of Darwin and is accessible by ferry (15 mins) or road (90 mins). Young people make up around 14% of the 461 residents and beyond seasonal sports, there are very few organised activities on offer locally. Parents and young people alike had been keen to increase access to drug and alcohol free activities which would build skills and support emotional, social and physical wellbeing and in 2021, Wagait Shire Council supported to the creation of the Wagait Youth Group.

The Council received a Strengthening Rural Communities grant of $6,000 to assist with establishing their youth program that focused on building more opportunities in the community for young people including the co-design of a local Skate Park. Across four skate workshops, the children designed, built, and decorated portable ramps that went into immediate use, while plans are now well underway for the permanent skate park. Beach cricket, movie nights and discos for the school aged children have since followed.

In addition to a more physically active lifestyle, the young people felt listened to and have become more engaged and active in civic affairs. A collaboration developed between Health Lifestyle Seniors participants and the young people which saw the seniors sharing their skills such as cooking and sewing, which in turn built intergenerational bonds of appreciation and understanding.

Furthermore, the Council employed a Year 12 student for 12 months in the role of Youth Development Officer. This role takes the lead on designing, delivering, and reporting on the ongoing youth program. The Council hopes to continue offering this position annually and expand it into an internship, covering other aspects of council work and community service to develop youth leadership skills locally.

Environs Kimberley (EK) is the peak not-for-profit environmental organisation for the remote Kimberley region of Western Australia. Since 1996 EK has been dedicated to conserving and protecting the Kimberley’s natural, environmental, and cultural values. EK has supported and coordinated cultural-natural resource management (CNRM) projects in the region since 2007.  

EK collaborates respectfully and over the long term with Aboriginal rangers and their communities, First Nations groups, community groups, government, and scientists to apply traditional knowledge and the best scientific methods to CNRM projects including: invasive species and fire management; ecosystem restoration, threatened species, ecological survey, and monitoring; eco-cultural documentation and education.

EK’s Kimberley Community Seedbank (KCS) project was established in 2015 and EK has been working to develop the Seedbank into a sustainable social enterprise that furthers the conservation and protection of the Kimberley’s incredible natural and cultural values. In 2020, Environs Kimberley received a Strengthen Rural Communities (SRC) grant of $24,995, thanks to John T Reid Charitable Trusts, as funding towards Strengthening the Kimberley Community Seedbank: a sustainable social enterprise project.

A First Nations-led bush resource industry can support Aboriginal communities across the Kimberley to participate in economic development on their own terms and to undertake meaningful and sustainable work on Country.  As a backdrop to this, the Australian bush resource industry has seen enormous growth over the past few decades, but despite this, a national survey by Bushfood Sensations (2019) found only 1% of the industry was led by First Nations people.

Hence, EK’s Sustainable Communities team has worked to build capacity for First Nations people to engage in and lead a Kimberley native plant resource industry. EK worked with four ranger groups to co-design business plans and complementary industry resources for two emerging social enterprises: Kimberley Seeds, and Wattleseed Collective where EK has supported Aboriginal collectors to develop skills in the exciting bush food and restoration industries to produce sustainable, socially responsible products.

The grant funded Environs Kimberley project management, co-design workshops, and the development of viable business models. EK delivered training to communities and ranger groups across the West Kimberley and established seed storage, roasting and cleaning infrastructure.

The Bardi Jawi Oorany Rangers, Karajarri Rangers, Nyangumarta Rangers, Yawuru Country Managers and Yiriman Women’s Bush Enterprise’s provided in-kind time and vehicle use for seed collection. EK provided in-kind time, seedbank and seed collecting equipment and coordinated volunteer activities. EK supported groups to develop their own business plans, financial models, packaging, marketing materials and a sales strategy.

EK coordinated the first pilot for commercial scale harvesting of wattleseed in 2022. The harvest saw the Wattleseed Collective gather and clean 40 kgs of (mostly) soap wattle (Acacia colei). This amazing effort resulted in sufficient product to enable Environs Kimberley to enter a product development phase and begin a process of securing access to markets for the coming year’s collections.

EK developed resources including a business plan template, a wattleseed harvesting guide, and wattleseed cleaning guide which are now available to share across the network of Kimberley-based Aboriginal-led businesses and individuals.

First Nations ranger programs are major employers in remote communities.  By continuing to increase the capacity of the rangers in seed collection and social enterprise development, and working with other community members, Environs Kimberley is backing stronger communities to engage in the development of local, sustainable, conservation and cultural economies.

The Shire of Cunderdin serves the small towns of Cunderdin and Meckering in the Wheatbelt region of WA. In addition to the usual Council services, the Shire also supports local community groups to help build a place where residents are happy and proud to live by providing excellent community facilities, services and community resilience.

The Council works closely with the Cunderdin Youth Council. This group of extraordinary young people identified that youth in the region have almost no support when it comes to mental health. This is backed up with research by the Commissioner of Children and Young Western Australia, which identified that many regional and remote communities have inadequate age-appropriate services and limited infrastructure such as transport and recreational facilities. Young people in the Wheatbelt raised concerns about confidentiality, lack of anonymity and stigma as impediments to seeking help for mental health issues. The Youth Councillors identified the desire to increase their knowledge of mental health, how they can access support and also how they can support their friends with mental health issues. This need led to the Youth Wellness Project being created.

The Shire of Cunderdin received a $5,000 grant from FRRR via the Nutrien Ag Solutions Community Grants program. It went toward helping increase the knowledge and skills of parents and carers of young people, as well as that of young people in Cunderdin and Meckering, with a focus on mental health support strategies and how to access external mental health support.

As part of the Youth Wellness Project, the Shire hosted the first Mental Health Parent Information Night. The session aimed to reduce stigma associated with mental health among the community and youth, with a guest speaker from Armed for Life Foundation, which focuses on how to support parents, carers and students with mental health related issues.

Research also identified an acute shortage of services and programs for young people who require early intervention and/or treatment services because they have a mental health issue. Crime statistics for the Wheatbelt show that most issues appear to be more of an anti-social manner, including online / cyber bullying, which  at times progresses to physical assaults. Other issues include mindless damage, which largely is attributed to boredom.

The project that the Youth Council put forward to the Shire of Cunderdin also sought to address these critical issues that young people from the Wheatbelt face every day. The second element of the Youth Wellness project included a full day session, designed to be interactive and free flowing, sharing experiences and building the young people’s confidence in identifying mental health knowledge, and when and how to access support.

Nearly 60 students from Cunderdin District High School, along with five teachers, attended the Youth Wellness Day, which was again run by the team from Armed for Life Foundation. While plans fell through for representatives from various allied and mental health agencies to attend the day, handouts provided information on the services that are available to the community.

Liezl De Beer from the Shire of Cunderdin said that while they would have liked a few more attendees at the information night, they were proud that 15 parents chose to attend. She also said that COVID was a big disruptor, causing them to postpone the event at very short notice.

The Shire of Cunderdin and its Youth Council will continue working together with support such as the Cunderdin Community Resource Centre, Cunderdin Police Officers and local schools to continue building and strengthening their relationships to bring about improved support for local youth.

Travellers now have a vibrant new site to visit on the NSW Silo Art Trail, with a mural adorning the Quandialla Soldiers Memorial Hall drawing tourists to the town.

Like so many small townships in agricultural areas striving to support their community and keep services sustainable, Quandialla needed to find a way to attract visitors off the main roads and to spend time in the town. With a focus on building tourism opportunities, there was strong community support for a project that would encourage sightseers to come and support existing businesses, contributing to the economic prosperity of this small town.

Seeing an opportunity to build on the momentum created by the Silo Art Trail,  the Quandialla Soldiers Memorial Hall Association (QSMHA) recognised the hall served as the perfect blank canvas to develop a large mural depicting the area’s history, development and to commemorate those who served in times of war.

Successfully securing funds through the Strengthening Rural Communities grant program, QSMHA commissioned Melbourne artist Simon White to design and paint a mural and paid for the hire of a cherry picker so higher areas of the building could be reached safely. The mural was completed in eight days and before the paint was dry created a buzz in the streets and on social media. QSMHA shared with FRRR that they are very grateful for the support and said, “Small grants are the only way groups can make projects like this a reality.”

The hall is now a landmark for the town’s main street and the grant has improved a key community venue for major events for the local community and surrounds. Along with drawing visitors to the town, the mural has also succeeded in capturing Quandilla’s history and local achievements, encouraging conversations, building awareness and strengthening community pride.

FRRR has awarded $1,340,387 in grants to 131 local groups across remote, rural and regional Australia for projects that support small yet vital community needs, disaster resilience and recovery and COVID-19 recovery initiatives.

The grants are awarded through FRRR’s Strengthening Rural Communities (SRC) program, via one of three streams of funding: Small & Vital (S&V), Prepare & Recover (P&R), or the Rebuilding Regional Communities (RRC).

Collaboratively funded by donors ranging from private individuals to larger foundations, the SRC program supports a diverse range of initiatives across remote, rural and regional Australia. While each of the 131 awarded projects meets a unique local need, all funded initiatives have one thing in common – they each have a clear and direct benefit to the community and to those living locally.

Jill Karena, Place Portfolio Lead at FRRR, said it is truly inspiring to see the determination and resilience of community groups and local leaders, who continue to front up and strive for a stronger, and sustainable, rural Australia.

“In this round of SRC grants, we’ve seen a shift in project focus, with a significant increase in initiatives that address the wellbeing and sustainability of community organisations. The majority of these grants are for practical, infrastructure-related projects that will enable local groups in rural places to continue to provide vital services, and ensure community spaces are safe, secure and welcoming.

“Our RRC team continues to coordinate the new webinar series to support applicants called, ‘The Know and The How’. Clearly there’s a strong community appetite for topics that address fundamental issues for the not-for-profit sector, as the third session, focusing on strategic planning for community organisations, has already been booked out twice!” Ms Karena said.

“This is why we continue to see new, and returning, not-for-profits and community groups from remote, rural and regional communities across Australia applying for these grants. In fact, for nearly one third of recipients, in just this round of funding alone, this is the first time that they’ve applied for an FRRR grant.

“For those organisations that are previous grant recipients, the SRC program’s straight-forward application process, and the flexibility of the grants to fund local needs, are just some of the reasons they continue to apply for SRC grants.

“These grants may be relatively small, but they can make a mighty difference to a rural community! That’s why the focus of our end of year fundraising campaign is on small grants. All donations are gratefully received, no matter how small, as this program is needed more than ever,” Ms Karena explained.

Small & Vital

The S&V stream offers grants up to $10,000 for projects that strengthen community connections and meet local priorities.

In total, this round sees $380,177 in grants awarded to 48 local groups and NFPs through the S&V stream.

Three of the 48 projects funded through the S&V stream include:

• St John Ambulance Australia NT Inc – Wurrumiyanga, NT – Increase access to life-saving equipment by providing defibrillators in three remote communities across the Tiwi Islands. $9,518
• Nuriootpa War Memorial Swimming Pool Working Group (auspiced by Nuriootpa Futures Association) – Nuriootpa, SA – Expand opportunities for social connection and access for all-abilities through the installation of accessibility steps at a community pool. $10,000
• Kilcunda Community Development Association Incorporated – Kilcunda, VIC – Improve access at a community gathering space and provide a safe, inclusive venue for older citizens by upgrading the entrance and deck at the Kilcunda Hall. $10,000

Prepare & Recover

In this round, 40 community organisations are sharing $627,307 in grants through the P&R stream. These funds will support rural communities impacted by climate-related disasters including the 2019-20 Black Summer bushfires and the 2021-22 East Coast Australia flooding, plus other storm events.

The P&R stream awards grants up to $25,000 for local preparedness, recovery and resilience-building initiatives.

Three of the 40 projects funded through the P&R stream include:

• St Helens Neighbourhood House Association Inc – St Helens, TAS – Improve the mental, physical and social health of a community recovering from bushfire and flood disasters through community garden activities and workshops. $25,000
• Positive Change for Marine Life Limited – Brunswick Heads, NSW – Prepare for future climate-related impacts by delivering a community-led riparian restoration program in the flood-impacted Brunswick River to stabilise riverbanks and restore wetland vegetation. $24,941
• Kalbarri Development Association Incorporated – Kalbarri, WA – Strengthen peoples’ connections and support SES volunteers to recover from the impacts of Cyclone Seroja by holding an event celebrating the community’s resilience. $22,500

Rebuilding Regional Communities – supporting COVID-19 recovery

Funded by the Australian Government, the RRC stream supports remote, rural and regional communities as they continue their COVID-19 recovery journey. This round, grants up to $10,000 were on offer, with $332,903 awarded to 43 local organisations, including:

• MultiSkill Centre Ltd – Cloncurry, QLD – Provide mental health training to staff to enable them to better support disengaged young people accessing services after COVID-19. $9,316
• Bellingen Youth Orchestra Incorporated – Bellingen, NSW – Rebuild connections, reduce social isolation and foster a stronger, more resilient community after COVID-19 by purchasing musical instruments and making them available to disadvantaged young people. $10,000
• Warrnambool & District Community Hospice Inc – Warrnambool, VIC – Sustain the work of volunteers after COVID-19 through the development of a volunteer education and engagement program. $5,000

With the cold weather well and truly settling in, the cost of living and energy costs skyrocket; many older residents are left to choose between eating or heating. For some, it can also be the loneliest and most isolating time of the year.

As a response, United Way Glenelg delivered much-needed Winter Care Packages to make residents feel valued as community members.

An essential part of ageing successfully is having enough energy for cooking, heating, cooling, cleaning, and leisure activities.

Nicole Carr, Executive Officer United Way Glenelg said agencies, when conducting home visits, often find residents rarely putting the heating on, choosing instead to sit in a cold room due to increasing costs, said Ms Carr.

Recent research said many older people will avoid using heating – risking their health and well-being to reduce costs.

“We are working very closely with local agencies to ensure we are identifying and reaching those most vulnerable and in need.”

“Being able to meet living costs helps prevent ill health or premature death, manage illness and chronic disease, sustain social relationships, and support positive mental health,” Ms Carr explained.

Delivery of the Care Packages helps in some small way to improve morale and alleviate some of the stresses associated with winter.

Assembled by the Standing Tall group at Heywood & District Secondary College, the students and their mentors, packed 200 boxes with an assortment of non-perishable food and personal care items, a food voucher for purchasing perishable items such as meat, fruit and vegetables, an activity, reading material, a special treat and a personal note from Merino Consolidated Primary School.

“We’re thrilled to include for the first time, a meal voucher. Valued at $20, the voucher enables the resident to go to one of five Hotels in the Glenelg Shire and share a meal with a family member or friend.”

“We approached All Saints Outreach with the proposal to sponsor the meal vouchers and they jumped at the opportunity to help!”

Another special item was the inclusion of homemade knitted blankets, hats and scarves with Julia Street Creative Space and generous local knitters jumping at the opportunity to contribute.

“We’ve been overwhelmed by the generosity. So much so we’ve started collecting for next year’s packages.”

The campaign for funding the Winter Care packages began early in March when people were encouraged to “turn off the heat,” creating a lived experience albeit for a short period and generating an understanding of the struggles facing many living in the Glenelg Shire.

Ms Carr said it takes a collaborative approach to support a community.

United Way Glenelg tipped in $10,000 from its Lewis Court Fund to match donations made by individuals.

“We also sought out grants from philanthropic organisations and were pleased to receive generous contributions from FRRR, The Ian Rollo Currie Estate Foundation, All Saints Outreach and Wannon Water.”

From anecdotal evidence, by the way of the messages of gratitude from the many letters, phone calls and cards received, we know the packages are greatly appreciated in supporting older people with basic needs, preventing them from disconnecting from the community and making them feel valued.

Sandra, an 84-year-old widow said the package was a lovely surprise:

“It was very much appreciated. All useful and thoughtful goodies. And the blanket is a huge plus. I am having an operation on my hand tomorrow so the Readers Digest books will be easy to hold. The vouchers will be used. Thanks to each member.”

And Joan from Casterton said, “it’s lovely to know we are still thought of as we get older.”

“This is our small part, but we are relying on the entire community to look out for one another.  Look out for your neighbours, your relatives and friends, anyone that needs a helping hand,” Ms Carr explained.

“These packages will make Winter a little more bearable.”

Recipients were identified through United Way Glenelg Agency partners including Glenelg Shire Council Aged and Disability unit, Portland District Health Palliative Care and District Nursing units, Portland District Health Telecare, Dhauwurd Wurrung Elderly & Community Health Service Inc, Winda Mara, Dartmoor Bush Nursing Centre, Merino Bush Nursing Centre, Casterton Memorial Hospital and St Vincent de Pauls.

Augusta is a town in south-west WA, 40km from the nearest town of Margaret River, which is a larger service centre. Whilst traditionally a town with a reputation for having a high proportion of retirees, numerous young families have returned to Augusta where they grew up, or have taken a sea-change post-COVID.

When the only childcare centre closed in Augusta, families were faced with lengthy travel times to Margaret River, and this has had a flow-on impact on employment, limiting opportunities to access work, and for employers’ to fill staff vacancies.

A group of committed parents, local business owners and early childhood educators got together to set up an incorporated association to open a community-run, not-for-profit centre with 24 places to meet the urgent need for childcare. They successfully navigated the requirements and approvals of the Education Care Regulatory Unit and the Federal Government Childcare Subsidy program however, increased building costs compounded by development approval delays means the new centre is yet to open.

The best laid plans of mice and men…

Initially the project intended to purchase resources to outfit the new centre. Instead FRRR was able to work with the group to progress a variation to the original project, to help them adapt to their changing circumstances.

The group instead launched a vacation care service for children, kindy to 12-year-olds, filling a gap in the community’s childcare needs. They used a $10,000 Strengthening Rural Communities grant, funded by FRRR, to purchase educational resources that are of a higher quality and more durable than the donated and second-hand older toys and cheaper equipment that had previously been used.

These resources will last longer and extend the children’s imagination, and have added real value to the program and been much loved by the children. They will also be able to used by the new childcare centre when it eventually does open.

Kylie Lucas, Treasurer of the Augusta & Districts Childcare Centre, noted in their acquittal: “We are very grateful for the donors and team at FRRR for enabling our project to be delivered with better resources, and it has made a real difference to the kids, working families and community members in our little town. The committee appreciated FRRR’s flexible and supportive approach.”

On Djiru Country

In far north Queensland, 150 km south of Cairns, the Mission Beach Historical Society (MBHS) is a fledgling association – two years young and dreaming big.

Last month our QLD programs manager visited the MBHS and invited them to write a story to let everyone know about their great work to curate a historical photographic exhibition.

Before the advent of the MBHS in late 2020, Mission Beach had no effective means of making histories and images easily accessible to residents and visitors of this region.

For the two last years, MBHS members have captured and documented some of the Mission Beach histories, having made a bright start with that endeavour. The society’s growing challenge was to find effective ways to share and exhibit MBHS collections. Being without a museum or a building, MBHS relies heavily on online presence and displays. Despite such hurdles, a range of interesting and innovative projects have been undertaken. One of these projects was to present a photographic exhibition.

In 2022, MBHS partnered with Community for Coastal & Cassowary Conservation Inc to receive an $8,925 Strengthening Rural Communities grant, funded by the Tim Fairfax Family Foundation, to develop a photographic exhibition ‘Echo of the Past – Historical photographs from Mission Beach, 1890s – 1950s’ and present a series of historical photographs and Djiru cultural objects – coinciding with the anniversary of the 1918 cyclone which devastated the area.

The exhibition project aimed to facilitate cultural connection and transmission of culture of and with Traditional Owners through community engagement, cultural expression and on Country experiences.

The exhibition project was led by MBHS president, Dr Valerie Boll, anthropologist and curator, who worked with Djiru Traditional Owner, Elder and artist Leonard Andy and the Warrangburra Aboriginal Corporation RNTBC – PBC, to source and document Djiru history and photographs. Mission Beach residents were also able to bring in old photographs to be scanned and used to illustrate stories that had been researched by MBHS members. The provided material was then collated.

Like many plans during the last few years, the start of the project was delayed due to COVID. Sadly, the project was also put on pause in the first half of 2022 because of ‘Sorry Business’. Another hurdle for the MBHS volunteers to overcome was the lack of adequate IT equipment. Regardless of this impediment, the efforts of the team came together, and the opening day approached fast.

An enthusiastic crowd (over 100 people) gathered on the 10March for the opening of the exhibition ‘Echo of the Past’, at the Art Print Frame Gallery and was enjoyed by the wider community until the exhibition close earlier this month.

A smaller version of the show is now on display at the Mission Beach library and there are plans for the exhibition to travel around the region for the rest of the year.

Grants awarded to 176 community groups for COVID recovery, climate-related impacts and Small & Vital projects

FRRR has awarded $2,309,331 in grants to 176 community projects across remote, rural and regional Australia as part of the Strengthening Rural Communities (SRC) program.

This is the largest SRC round on record in terms of both funding awarded and the number of projects being funded.

Collaboratively funded by a number of donors, this program gives small communities across rural Australia access to funds for a broad range of initiatives that directly and clearly benefit the local area and people. The program is split into three streams: Small & Vital (S&V), Prepare & Recover (P&R) and Rebuilding Regional Communities (RRC), which supports recovery from COVID-19.

Small & Vital stream

In total, $527,636 in grants have been awarded to 61 grassroots organisations and NFPs through the S&V stream. Grants of up to $10,000 will support initiatives that local leaders and community members feel are a priority when it comes to strengthening the community.

An example of an organisation being funded in this stream is the Cervantes Community Men’s Shed in WA. They will use their $10,000 grant to develop the group’s new shed site, which will support and service the community.

Prepare & Recover grants

The SRC program has long supported disaster recovery, most recently through the 2019/2020 Black Summer Bushfire Recovery stream. However, with disasters affecting more of the country, the program has been renamed the Prepare & Recover stream. It offers grants of up to $25,000 to support projects that prevent and prepare for future climate related impacts, or recover from existing disasters in the medium to long-term. In addition to ongoing recovery from Black Summer fires, this round supports recovery from flooding in 2021/22, as well as some other storms and flood events across the country.

A total of $883,940 will be shared among 62 initiatives through this stream. An example is the Victoria based Boort Resource & Information Centre’s initiative to support flood recovery and boost local connections by bringing the people together to share a free community meal.

Rebuilding Regional Communities – supporting COVID-19 recovery

Funded by the Australian Government, the RRC grants are divided into micro grants, which are up to $10,000 and larger grants, which are up to $50,000. In this round, 53 organisations have received $897,755 funding that will help remote, rural and regional communities recover from the impacts of the pandemic.

Among the recipients in this stream is the Regional Food Security Alliance, who will use a grant of $47,050 to develop resources that will support volunteer recruitment and retention at food relief agencies across regional Victoria, after demand for their services has been exacerbated by COVID-19.

Jill Karena, Place Portfolio Lead at FRRR, said that this record-breaking SRC round is a clear indication of the level of support that remote, rural and regional Australia needs.

“In the history of the SRC program and its predecessors dating back to 2000, we’ve never awarded this amount of money or this many small grants. That in itself speaks volumes about the need for resources and support in rural communities around the country.

“What we saw in the applications in this round, across each of the streams, was a strong emphasis on individual and community health and social wellbeing. This is a reflection of how the last few years have impacted remote, rural and regional areas. Back-to-back natural disasters, the pandemic and now the cost-of-living crisis have left people with limited resources when it comes to prioritising their wellbeing.

“We also saw a high number of applications for creative and wellbeing activities, like festivals and community events. These initiatives are wonderful to see because not only are they helping to bring people together and giving them a creative outlet, but they also often provide a boost to the local economy.

“Similarly, we continue to see a demand for support in maintaining or upgrading community spaces, halls and hubs. This kind of infrastructure is so important when it comes to keeping small communities connected, particularly during the ongoing recovery and resilience-building process that rural Australia is currently facing,” Ms Karena said.

Some more of the 176 projects funded include:

• Gainmara Birrilee Preschool Association Inc – NSW – Enhance the COVID-19 recovery of 117 Brewarrina Aboriginal families by providing practical assistance, building social connections and cultural identity, wellness activities and a community garden. $46,092 (Rebuilding Regional Communities stream)
• MacDonnell Regional Council – NT – Prepare youth for leadership roles through the expansion of the council’s youth app to include governance and project management information and functions. $9,702 (Small & Vital stream)
• FNQ Aviation Museum Ltd – QLD – Build young people’s job readiness for careers in engineering industries by constructing a new hanger at the aeronautical museum to run a program with students restoring vintage airplanes. $10,000 (Small & Vital stream)
• Bridge to Nowhere Arts Association Incorporated – SA – Enhance the process of recovery from the pandemic and encourage greater participation of seniors in activities by providing a comfortable environment at a local community arts facility through heating and cooling upgrades. $7,405 (Rebuilding Regional Communities stream)
• Surf Life Saving Tasmania – Central Coast Marine Rescue – TAS – Enhance community safety and boost volunteer capacity through expansion of training and lifesaving equipment. $9,383 (Small & Vital stream)
• Upper Murray Performing Arts Inc – VIC – Encourage community connection and generate economic growth by delivering a creative dance festival that will increase tourism in a township recovering from bushfires. $10,000 (Prepare & Recover stream)
• Shire of Carnamah – WA – Improve the community’s resilience for future emergency responses during cyclones by upgrading the medical centre’s electrical switchboard, enabling connection to back up generators during power outages. $10,000 (Prepare & Recover stream)
